Find him in the Mariposa rescue mission in the Brotherhood of Steel quest-line. He is unconscious with broken legs when you find him.
NOTE: Even though you might correct his broken legs and he says he's ready to leave after you heal him, he remains face-down in the desert, though healing him does complete the mission.
