Find Iguana Pete's long lost son and deliver him a message from his father. You might find him in NCR.

Ends up being some Ranger Captain (Bob Jr.) at the NCR Train Station, may have to talk to all quest related people first before you can talk to Pete's son, A Man's Job in the Boneyard gives access to the train.
