Elmer is a guard that can be found in the inner section of the Gun Runners fortress. He can teach you some things about energy production and storage, for a price.

You need access to Gun Runners Fortress to talk with him. You can gain access to it by reaching 900 reputation with Gun Runners and then keeping it above 500.
