You have improved your ability to see distant locations, increasing the size of explorations on the World Map by one square in each direction.

This perk also reveals random encounters on world map squares that a character has visited.

Scout is a support perk.

Where to obtain (Spoiler)

It can be obtained during a conversation with Vault City Citizen Sergeant Stark, who can be found in the Corrections Center building in Vault City.
